Step 1: Cut tissue into 7 inch x 10 inch rectangles. Step 2: Layer 2-3 sheets & pinch from center. Step 3: Twist center pinch to secure cone shape. Step 4: Place tissue inside bag. Repeat until top is filled. Fun Variation: Use three different color and/or designed tissue sheets and twist together (step 2).
